8' ladder in rack, typically attached to the back of a building at ground level to provide access via a ladder to the roof. The first 6 feet of the ladder are blocked by a rack / cage surrounding it. Unlocking the padlock allows the rack door to be opened so the ladder can be climbed. Having a locked rack around the ladder prevents vandals from using it to climb up on the roof or for it to be an attractive nuisance causing someone who doesn't know better to use it and get hurt. Little details you might not notice: ladder is bolted to the back of the frame. Hinges and hasp are welded to the frame rather than screwed or bolted (to prevent someone with a wrench from removing them and getting access). Manufacturer's label on back of unit.
