The national flag of Brazil was adopted on November 19, 1889 and is based on a green rectangle with proportions of 07:10, a yellow diamond and a blue circle crossed by a white banner with the words "Order and Progress" (Ordem e Progresso) in green letters, as well as twenty-seven stars of white. The current flag was developed by Raimundo Teixeira Mendes, Miguel Lemos and Manuel Pereira Reis. The blue disc design was executed by Décio Vilares and was added among the stars the constellation of the Southern Cross. The flag adopted by the decree remains intact till nowadays, apart from the addition of some stars in the blue circle, representing the new States. The widespread interpretation is that the green represents the forests, the yellow, minerals, and blue, sky. The stars, representing the States, and the white band are in agreement, respectively, with the stars of the sky of Rio de Janeiro on the morning of November 15, 1889, at 8:30 am, and should be considered as seen by an observer outside the celestial sphere. The inscription "Order and Progress" is the political motto of positivism and its meaning is the attainment of republican ideals. Brazil is the only country whose flag respects the astronomical position of stars. Because of that, the two sides of the flag are identical, with the white stripe tilted left to right, being forbidden to make a face like a mirror of the other.
