This hat belongs to one of the characters of Tolkiens fictional universe who never made it on to the films, but is forever in the memories of those who read the books, Tom Bombadil.
Too tall for a hobbit, yet to short for a man, Tom lives on the borders of the Old Forest and the Barrow Downs outside of Buckland. He is well known for his merry singing, his bright blue jacket and yellow boots, as well as his characteristic hat, (which had a blue feather in the band)
"Old Tom Bombadil is a merry fellow,
Bright Blue his jacket is, and his boots are yellow.
